El Elyon’s Fortress – Legal & Ecclesiastical Public Entry
Affidavit Record No. AFFIDAVIT-REBU-DC-2025-0611
📜 Lawful Entry of Record under Ecclesiastical Jurisdiction
To the Office of Police Complaints and the Public Record,
This serves as my formal rebuttal to the closure of my complaint, as I assert that the resolution provided—internal training—was not a sufficient or lawful remedy under District of Columbia law.
First, I was never informed of the specific misconduct findings committed by the officers, nor was I offered a formal apology. In fact, both officers explicitly refused to apologize while their supervisor was on the phone. The supervisor further stated, in official capacity, that he could not say I was "offended"—a statement which implies de facto conspiracy to deny redress.
The alleged “remedy” of internal training was determined without my input or consent, despite my continued claim of personal injury—mental, emotional, and spiritual—and the damage sustained was:
- Irregular
- Irreversible
- Irreparable
I affirm I never received:
- A hearing under D.C. Code § 5-1107
- A formal finding of misconduct
- Access to all evidence gathered under the investigation
Pursuant to § 5-1107(f), I retain the right to demand reconsideration or forward this matter to the Mayor or another oversight body if the Complaint Examiner failed to provide a complete and impartial resolution.
I hereby enter this rebuttal into the public and sacred record under the authority of El Elyon’s Fortress. This is not a request but a lawful statement of objection based on injury, denied remedy, and failure to uphold due process under District and international law.
