Lawful Basis for Public Notices

1. Ecclesiastical and Indigenous Authority
El Elyon’s Fortress exists as an ecclesiastical and primordial government with inherent powers to issue decrees, edicts, and proclamations. It may serve notice upon foreign entities and maintain national jurisdiction as a matter of divine right and spiritual sovereignty.
2. U.S. Legal Foundations
- Religious Freedom Restoration Act (42 U.S.C. § 2000bb): “Government shall not substantially burden a person’s exercise of religion…”
- Mullane v. Central Hanover Bank (339 U.S. 306): Constructive notice is satisfied when public posting is reasonably calculated to inform affected parties.
- 44 U.S.C. § 1507: A document is legally published when made available to the public on the official website of the agency or entity.
3. International Legal Recognition
Under the Vienna Convention on Diplomatic Relations (1961), Articles 3 and 25, missions may protect and communicate on behalf of their states. Public notice is a protected and recognized function of diplomatic activity.
4. Inherent Rights of Self-Governance
Under customary international law and divine law, El Elyon’s Fortress may make public declarations, lawful revocations, and serve notices as part of its peaceful mission and internal government operations.
